During that time the blinds will be drawn and that room will be off-limits unless you're there to talk to Bolton, though the other three study rooms will still be available for use.

Look, the people who run this kind of thing like to keep themselves behind some kind of a metaphorical wall. They hire people to do the dirty work for them, and they just sit back and watch.
